What files and features are scaffolded for each tier?

All tiers get cognitive redirections, bug tracking, and package knowledge. Growth adds SYSTEM_MAP, preflight checks, feature flows, and a researcher sub‑agent. Full adds the complete set—including dashboards, multiple sub‑agents, aesthetic skill, cutting‑room capability, and project philosophy.
