How do I add a new backlog item with Backlog?

Use the command "/pbr:backlog add <description>". It will create a new folder under .planning/phases/ with a 999.x number, generate a slug from the description, and write a minimal PLAN.md containing the objective.

Can I promote a backlog item directly to an active phase?

Yes, run "/pbr:backlog promote <N>" where <N> is the backlog item number. The tool will rename the 999.x directory to the next available active phase number, update ROADMAP.md, and move it out of the backlog.
